.com.tw transferbility to enom.com or ...

Has anyone done transfer .com.tw domain to registrtar outside of Taiwan. I am trying to transfer some domains to enom.com but enom.com doesn't support .com.tw domain transfer. So, I tried other registartar and when I try it on http://www.namescout.com/transfer/index.asp, it asked me for my .tw Registry key... any idea on what is this and where can I obtain it?

系統會要求輸入一組轉移密碼...
(在轉入時需要這組密碼做確認...)
