昨天我付款結果SELLER給我以下訊息

I got your payment however there is a warning that says Seller Protection: Not Eligible, We have no shipping address on record. I think you have to enter your address in your Paypal account information, not just send a message where to ship the item

請問我是因為信用卡停掉所以PAYPAL付款對方無法收到嗎??
