好像因為有很多假的信用卡交易透過paypal,所以paypal就採取比較嚴格的限制,這大概就是monkey板友買38.com時所遇到的問題吧。
詳細情形不是很清楚,以下是他們寄來的信:
Dear Members,
We recently received unfortunate news from PayPal. They are
changing their policy and limiting the receipt of funds to our PayPal
escrow account. This limit is far below what we normally receive
in this account. They have other premium accounts which do not
include this limit. However, these premium accounts to not include
the ability to block the receipt of credit card payments. We cannot
accept credit card payments for the purchase of domain names
because of the high risk of charge backs.
Effective February 12, we will quit accepting PayPal payments for
the purchase of domain names because of this change in PayPal
policy. We will still accept PayPal for other Afternic services such
as appraisals and listing upgrades. Sellers will still be able to
choose escrow disbursement by PayPal. They have not placed
limits on our ability to send funds.
I spoke to a PayPal employee in a product development position.
They understand the problem caused by this policy. She expressed
hope that they would be able to provide another solution for
blocking credit card payments. Maybe they would respond quicker
if they heard a request for this option from more people. If you talk
to a customer service rep at PayPal, they will tell you that you can
block receipts by credit card if there is a bank account associated
with the sender’s account. This is not satisfactory because as a
recipient, you cannot determine whether a sending account has a
bank account associated with it or not.
